The legislation ties Artemis funding to a workforce pipeline, directing resources toward training the next generation of technical personnel.
The Moon's role here is specific. Haridopolos describes it as a testing ground for Mars and further deep-space work. A sustained lunar presence would open access to asteroid mining, supplying raw materials for emerging technologies including quantum computing.
What China's investment changes
Beijing has made its ambitions public. China is investing across lunar exploration, advanced satellite networks, and space technologies carrying both civilian and military applications.
