Joe Abraham named executive director of ICE's VOICE office after daughter's killing

Joe Abraham, whose daughter Katie was killed in a January 2025 drunken driving hit-and-run caused by a criminal illegal alien, has been named executive director of ICE's Victims of Immigration Crime Engagement office.

The case for his appointment is that VOICE depends on trust from grieving families, and Abraham arrives with a claim to that trust no career appointment could replicate.

The risk is that the office operates inside one of the most politically contested environments in federal immigration enforcement.

VOICE was reestablished by the Trump administration in April 2025, having been shut down under the Biden administration.
