Google keeps its ad exchange as the DOJ's structural remedy collapses

Google lost the ad tech antitrust case in 2025.

A federal judge has declined to order Google to sell its online advertising exchange, previously known as AdX, leaving the Department of Justice's most consequential remedy off the table after a court found that Google illegally locked publishers into its exchange but declined to hold the company liable for how it treated advertiser tools.

The case for forcing a sale was straightforward.

The Department of Justice and a coalition of states argued during the remedy phase that separating Google from the exchange, which facilitates connections between ad buyers and sellers, was the most direct path to leveling the field in online display advertising.
